Mobile Home Leveling in Webster, FL

Webster is the oldest incorporated town in Sumter County, settled in 1855 and incorporated as a city in 1957, 778 people at the 2020 census on about 1.6 square miles at the southern end of the county. It sits at 92 feet, calls itself the Cucumber Capital, claims the Parson Brown orange, and is best known for the Sumter County Farmers Market on North Market Boulevard, chartered in 1937 and open every Monday on more than 40 acres with a livestock auction and one of the largest flea markets in Florida. From Wildwood it is about twenty-five minutes for our crews. A farm town, still

Webster’s economy was cucumbers, citrus, and vegetables, and the land around it is still farmed. The manufactured housing is what a farm town has: owned-land homes on acreage along the county roads, small family parks, and a working population that has changed over the last two censuses, with the Hispanic share of the city rising from about 27 percent in 2010 to about 34 percent in 2020. That is a different market from the 55+ communities around Wildwood and The Villages. Fewer doublewides on prepared pads, more singlewides on land that was never graded for a home, more pre-1994 stock, and more homes where the last person under the frame was the installer who set it.

Those homes need the same things any manufactured home needs, but they tend to need them later and all at once: a relevel that has been put off for a decade, pier rebuilds because the original pads were too small for the load, and an anchor retrofit because the home was tied down to the old rule and never touched again.

The ground at the south end of the county

Webster is on the same Sumter County ground as the rest of our service area: a blanket of sand and clayey sand over the Ocala Limestone, which sits close to the surface across much of the county, with the soil survey mapping the higher ground in Candler, Arredondo, and Kendrick sands and large areas with a bouldery subsurface. The lower ground runs to units like Sparr and Adamsville with a summer water table at 23 to 33 inches, and to the Sumterville soils with clay in them.

Loose sand under a pier footing compacts a little every time water moves through it, and the NOAA normals for the region put 55 percent of the year’s roughly 50 inches into June through September. On the wet units the pad yields into saturated ground instead, faster and less evenly. Either way a relevel every three to five years is the honest interval, and the survey settles reset versus rebuild pier by pier. Where a footing sits on a limestone boulder, or an anchor stopped on one before it reached depth, that is what the survey is for.

Wind

Webster is HUD Wind Zone II. Milton’s peak gusts across Sumter County ran 40 to 50 mph on October 9, 2024, the county’s maximum of 46 mph was measured near Center Hill, north of here, and the Weather Service recorded 5 to 10 inches of rain with the Withlacoochee in flood for several weeks. The county’s evacuation order that night was for mobile homes and low-lying areas. Florida Rule 15C-1.0104 sets Type I anchors, rated to a 3,150-pound working load, for homes built before July 13, 1994, Type II at 4,000 pounds for later homes, diagonal ties no more than five feet four inches on center, and longitudinal ties at each section end. On an older owned-land singlewide the usual findings are too few ties, no longitudinal ties, slack straps, and rust at the soil line, and the tie-down inspection that finds them is part of every free survey.

Permits and licensing

Setup permits on the unincorporated land around Webster go through Sumter County Building Services on Powell Road in Wildwood, issued only to a licensed installer, with the foundation and blocking diagram and the manufacturer’s tie-down schematic, a skirting diagram, and stair and deck details in the submittal, and the county’s pre-permit inspection on any home fifteen years or older. The county’s Class B zoning rule sets a 1981-or-later model year unless the home is already titled and assessed as real property in Sumter County, which matters when an old family home is being moved to a new lot on the same land. Lots inside the city should check with the city.
